They're called "fart cans" and yes they are annoying as hell. One of the idiot neighbors boyfriends can be heard a mile away because of the incredibly annoying high pitch.
It's right up there with some Harley riders that seem to have no muffler at all in annoyance factor.
I made my share of noise in my youth, but I didn't terrorize the neighborhood at all hours of the night.
